Something at night is eating this plant. (some type of leaf hopper is my guess) Soap and water is barely helping. The health of this plant has deteriorated greatly since the taking of the photo. I may have to invest in a store bought insecticidal soap.

i'm not sure if any insecticide is good for a plant that you will be eating (especially leafy plants). if the plant's just for show, then i recommend arsnic - that seems to help control all sorts of pests :-)
With all the rains we had over the winter-- I think that the checks and balances in the insect world got knocked out balance.
