voter manipulation by oil producing governments?

Look at what has happened to our gas prices in the weeks leading to the election. The price of gas and crude oil has shot up to new highs.
Why?
Is this voter manipulation by oil producing governments?
Who does the oil producing world want to be the next president?
Bush has angered much of the oil producing world. Bush has also helped raise oil profits for all country's that are not called Iraq. Kerry on the other hand seems to like to pick on Saudi Arabia. Are the Oil company's manipulating prices against Bush?
Or is this just a supply and demand issue.
