Florida voting count rules

* The state set new rules for recounting touch-screen ballots in the event of a close election, angering voter rights groups who said they were left out of the decision-making process. Under the rules, county elections officials will be asked to review ballot images to make sure the number of so-called undervotes, those on which no candidate was chosen, matches the machine's totals. If a discrepancy remains after the machines are checked, elections officials are told to trust the machine count


Help. Does this make sense? Why recount if the machine is always considered correct? “If a discrepancy remains after the machines are checked, elections officials are told to trust the machine count”. I am missing the logic.
