Lawsuits, lawyers and free yet costly elections

In some country's it takes a large army of United Nation Troops and Peace Keepers to monitor an election.

In the United States Of America we will have a large army of lawyers to monitor our elections


What is the difference?
What message are we sending the world?
Does Jay Leno have enough Lawyer jokes to last the through the months of legal limbo the Lawyers will create.
Will Kerry be forced to set up a government and make government appointments just in case he is declared the victor?

Each party has approximately 3 million dollars set aside for election lawsuits.
