It is part of a dry dam. In california we have tons of dams that are used only durring major storms to catch and hold water until the rain stops and the water can be released. So. Cal. has no rivers or streams for water to travel through. These rulers would show the depth of the water.

Never heard of a dry dam before, sounds like one of those "duh" ideas that took ages to think up.
